Question: State Organization

Is there any governing board that governs PTOs in Texas? Our school board wants us to join one if so. We left the state PTA because the state required us to pay in a portion of our proceeds to the Texas PTA and could come in and remove items if the PTA dissolved. We are a small PTO with a very small budget and don't want to have to pay in part of our proceeds to the State of Texas. Anyone know if there is a similar governing body like that for PTOs?
