Whatever you spend money on should be dictated by your mission and possibly your bylaws, depending on how specific they are (most aren't that specific, but some are). We always put our budget out for a vote to our membership at the beginning of the year so that if anyone has any concerns or issues with what we are doing, they can be discussed. Most people never say anything, but every now and then there's something that turns out to be a bit controversial.
