New Super coming against some issues

We have a new super in our school district. He is focused on making our schools a level 1 school. Our PTO is for a K-2 school. We have been told we can not hold Holiday shop, book fair etc during school time because it takes away from the education of the children. Has anyone ever had this challenge? What solutions can you recommend? None of this communication comes direct from the Super it comes down thru the school principal who is also new.

When we have the bookfair open during school time, only the children that have money come down to shop. Classes as a whole don't spend a block of time. We're not allowed to have a holiday shop- because we can't really do holidays in general, so I don't have any thoughts on that.
