Um, without knowing a whole lot about this situation, I'm still going to say "no." There really should be no reason for any kind of weekly lunch. That would add up quickly and the PTO money is not intended for this kind of expense.

The so called board members feel if they do PTO "stuff" in the morning then PTO funds should pay for their lunch.

It is absolutely unethical to use the parent's money to appreciate PTO or any other staff, unless your specifically telling parents to send in money to do so towards the cause.
