Parent Forum without Principal Approval?

We have a group of parents that would like to express some concerns and are looking have a parent forum so all the voices of the families at our school can be heard. They have brought this request to the PTO and the Principal but the Principal has not yet approved and doesn't seem to be in support of their request. Is it "ok" for a PTO to send out communication via a flyer to families without the principals approval? Normally we only send home things that have the principal's aproval.... If the answer is no what options do we have? Any advice would be greatly appreciated. Thank you
