Can we creat a PTO withOUT the principals approval?

my son is in kinder and i just found out his school is a "c" school and VERY unorganized. I have actually had to tell the principal to stop letting people on campus without signing in at the front office!! she did change that policy but i now want to start a PTO and she said no??!!! Can i start one without her approval?

Public school or private school? And what is a "c" school?

its a public school. C is the grade the school has. that was the over all average for the students that took the FCAT in that school!! the FCAT is given to grades 3-10.
