I think letting everybody vote who is interested enough to attend your first few meeting is a reasonable accommodation and a good way to encourage participation. Robert's Rules allows for organizational meetings to get a group up and running. At those meetings, everybody who attends is allowed to vote. This sounds like an extension of the same idea -- you haven't had an opportunity to create a membership list yet, but the people who are attending are your likely members so you want their input on decisions.
