A lot of districts have that rule -- that district employees may not serve as president or treasurer of the PTO. I assume it's for liability reasons -- so, for example, if the treasurer mishandles money, there's no question of liability to the district. As far as making the rules, the district can't tell the PTO who can hold office, but they can make rules that govern their own employees. In this case, it has the same effect.
