I'm sure the school sees this as a privacy issue -- they're concerned about sharing private information with the PTO when that sharing hasn't been authorized by parents. A good way around this for the future is to ask the school to place a checkbox on registration materials that says "please share my contact information with the PTA." For now I'd suggest sending home a form stating that the PTA is collecting email addresses (if that's the case) for it's newsletter and other important communications, and asking parents to send back their contact information.
