Question: Updating Bylaws

Our bylaws were last amended and ratified in 2004 and have a list of signatures from the board members from that time. Should we be amending the bylaws every year with the names of the current officers?

You don't need to amend the bylaws with new officer's signatures each year. If the bylaws were ratified in 2004, you might want to give them a look this year to see if any updates are required. Lots of parent groups review them every year or every two years just to make sure there isn't anything wildly out of date.
