Question: PTO Ownership

Once the PTO gives something to the school, does it then become their property to reallocate as they and the county wish?

Depends what you tell them when you give it to them. If my group gives money to the school, we provide them with a letter specifying what the funds are to be used for. The school is then obligated to use the money only for that purpose. In my school district, when the school finance office gets audited at the end of the year, the auditor will check for that. If you just give them money or, say, a popcorn machine, and don't have a formal agreement with them on its use, I would say it's a gift that they get to do what they want with.
