Our PTO group is referred to as the Home and School Association. Do we have to abide by the Roberts Rules?

No. A group's by-laws always supersedes the reference source since a group must have the flexibility of adapting the by-laws to the organization's particular circumstances and needs even if those adaptations contradict Robert's.

However, most groups realize that there are tried and true methods for organization and operation. Thus, they rely on a reference source as opposed to attempting to create guidelines from scratch and all the pitfalls that go along with attempting to do so.
