I am organizing and creating the PTO at my son's school. I have written the bylaws and put together the structure and responibilities of the PTO. What I now need to know is how do I run the first meeting? How do you have parents vote for officers when they haven't paid dues yet to become voting members. Also, do you vote in members first and then approve the bylaws or the other way around? Any help would be appreciated.
