Financial obligation to PTA

We are a very small PTA -- 60+/- families in the school -- that is thinking of changing to PTO. However, we have an arrangement with someone who "borrowed" money last year and is not paying regularly on the repayment arrangement. A member expressed concern that if we disband the PTA, she will no longer be obligated to pay back what she took because the PTA doesn't exist. We have not pursued her legally, but have the necessary records to take her to small claims court if needed. Does anyone have any advice about this? Thanks!
