Our town is interested in forming a parent-teacher organization but no one really knows where to start? Is there a standard structure that works well? How does one get the first officers on board? I just need to know everything. Anybody got help?

Try going to the PTO vs PTA discussion. Also if you go to Bylaws there will be discussion about forming new groups.
