yearly audit with problems

HELP!
My PTO president controls the school and runs the PTO like Hitler. I was "elected" treasurer in Sept. But he refused to hand over the books. Now $9,000 of federal funds have been given in contracts to consultants who are good personal friends of his. (that's a lot of mula!) Can we stop him somehow!?!?

I am looking for advice. Our parent group had a treasurer this year that quit mid way through the year. She did not keep records, only made a few deposits and turned everything over to someone in a brown paper bag with very little paper trail. The new person has straightened most of it out but we have a couple of problems. The former treasurer had a check issued to herself, supposedly signed by the president. There is no receipt for a "holiday lunch" that she threw for the staff. The expenditure was never discussed with any other members on the board. Does anyone know if we have any legal course we can pursue to get the money back. Also, the president paid for something with her personal credit card, got reimbursed and then discovered that her card was never charged. She has not paid the money back yet and school is over in 2 weeks. We are struggling to stay afloat but would appreciate any advice from anyone who might have been in a similar situation or who might have ideas of where we can turn. I am the treasurer next year and won't take over the books until we get the mess straightened out. Thanks.
