Oriental Trading and Party Cheap offer great, inexpensive products on their websites. Dollar Stores are always great with offering cheap decorations.

last year for our spring bingo/silent auction we took overhead projectors and projected them up on the wall in the gym and traced items on large pieces of paper then painted them in. our theme was "solutions for science" so we did giant microscopes etc...only cost was large roll of paper and paint

Not sure about "bright" green. But Mardi Gras is going on and its colors are green, gold, and purple. Maybe you can find surplus decorating supplies on clearance when it ends.

Gold stars could be a part of it-cut out of poster board and covered in gold glitter-cheap and simple! Maybe you could expand on that too with a kind "education" theme: Do books, math equations, globes, microscopes, etc. in the same poster board with gold glitter. With all of the Mardi Gras and St. Patty's stuff out there you should be able to find green streamers, table cloths, and other decorative items.
