Should PTO's sponsor Boy Scout troops?

My question: how come scout troops need these "sponsors" or "chartering organizations"? It seems that all troops need this.

Not Girl Scouts! It seems to be only a Boy Scout phenomenon...

Before making any decisions about chartering a boy scout troop, get a copy of the charter agreement and read it carefully. It is a legal arrangement between the troop and the chartering organization. Be sure your PTO is comfortable with the requirements and that it is consistent with your group's mission before signing.

Not coming down (yet) on either side of the should they or shouldn't they issue, but I have some questions on this. Hoping there are some scouters in the crowd.

My question: how come scout troops need these "sponsors" or "chartering organizations"? It seems that all troops need this. What is it about scout troops' structures that make this so? For example, parent groups and other nonprofits don't need to be attached to another organization. Curious.

Our parents want the PTO to sponsor a boy scout troop. This is unchartered waters for us. We have never sponsored girlscouts or boy scouts however we donate monies to both. Any comments or suggestions on this matter would be appreciated. Our first concern is liability and insurance in the event of accident or mishandling.
