The PTO at our school does not have by-laws? Is this a national and/or state requirement? Also, when the PTO decides to allocate money for a project, the PTO Board makes the decision and the PTO members do not have a chance to vote. is that legal? Our PTO Board makes excellent decisions on how to spend our profits, however, I (and others - as paid members) would like an opportunity to vote. Your thoughts and advice, please. Thank you!
