Officer Voting - Who counts the ballots?

Officer Voting - Who counts the ballots? was created by NewToThisMom
Recently our school held its PTO Officer election for the year. There were two people running for president, one was new to the school and the other was hated by everyone because of her lack of communication and "working together" attitude. After the ballots were back in, the one hated by everyone won. One person phoned over half of the PTO members and they all voted for the new person. When they approached the principal and asked to view the ballots, she refused.
My question is...who counts the ballots and should previous PTO officers be present or who? It appears this principal chose who she wanted to. And, to add to the problem, some of the PTO members that paid their dues did not even receive ballots. Some of them complained and then some of them got their ballots on the day they were due, which was too late to turn them in.
We dont know much about this new person who was running but she appears nice and enthusiastic. This school was recently consolidated and was previously a very "uninterested" group but with the consolidation, the families that were brought into the school are very interested and active. The officers for some reason are from the families that were already in the school. This whole situation is causing friction already between the parents and their "new" school, and the parents who was already in the school.
How can we be sure the principal isnt deciding who who wants if she wont make the ballots public. Can she do this? We heard that she was the "her way or no way" type but have tried to hold off and make our own decisions but we arent getting off to a good start. Any suggestions or help?
