Is it inappropriate to talk amongst parents only?

Hi all,

New here, sorry if the answer seems obvious to some. Our first-born is in her first year of Elementary at the moment and our school (private) does not have an official PTO/PTA. After having discussed a few points of concern with her teacher, I decided to extend an invite to the other parents to exchange each family's own experience, perception of how much their child is progressing etc...Like I said, I did this after having contacted the teacher directly, because I feel that it could be beneficial to parents to speak frrely amongst themselves first, with a subsequent discussion parents/teacher, with precise points we all might have in common.

A member of the School Board, who happens to be a parent in the same classroom as my child, has branded the idea of parents talking first without the teacher as "inappropriate" and insists the dialogue should take place in presence of all; parents, teacher, Head of Shool. Why can't both formats be acceptable? Your opinions on the ethical aspect?
