Fundraiser Returned Check Policy!

Hello, i have a question about returned checks. My niece's school had a pto fundraiser a month or so ago and my niece and her mother sold about 180.00 worth of cookie dough and wrapping paper to neighbors. Well one of the neighbors checks bounced and the pto said she (my niece who is 9) needed to collect on the check and get the amount plus returned check fees from the check writer, as it was her responsibility not the pto to collect on the returned check. They also told her she could not pick up the other orders that were paid for until the check was resolved. Now i can understand that pto's do not like dealing with returned checks and having to call and collect from people that have bounced checks Nobody does, and i can also understand sending a letter to the seller of the items asking them to notify the bad check writer about the check but what i dont understand is holding the entire order until the check was paid for, and making it the parent/child responsibility instead of the pto since the check is written to the pto and not the parent. The pto said they could either pay the 14.00 for the returned check or have the whole 180.00 order returned???? Why would a pto be so stubborn that they would take a 180.00 loss over a 14.00 one is beyond me. Anyways the pto president said it was apart of the rules that states the person submitting the order is responsible for collecting on the returned check not the pto and that they can legally hold the whole order til the check is paid for. I am on the board of another school in the district how do i go about changing these rules and are the rules in place legal?
