Board Members with more than one position

Robert's Rules implies that the president and the secretary must be two different people. (The minimum number of officers for any deliberative assembly, it says, is two: a president and a secretary or clerk.)

It would not be smart to have the same person be president and vice president, because the main purpose of the vice president is to fill in when the president is unable to perform his or her duties. (Again, so says Robert's Rules.)

My own opinion is that the president should also not be the treasurer. Robert's Rules doesn't prohibit that, but in my judgment it's dangerous to give the president control of the purse.

Many organizations combine the duties of secretary and treasurer, though.

I'm in my second year of involvement in our PTO....last year I was VP and this year, you guessed it President (no, I don't know what is wrong with me!)

We have a very small school (less than 240 children in K through 4th). Our PTO has no rules/regulations, by-laws, etc. Obviously, my first step is in creating rules/regulations and by-laws....so I've run into my first wall.

Can executive board members serve in more than one capacity? For example, can the president also serve as the secretary? Please explain why you are giving the answer you give, if that scenario works or not, etc.....
