Use of school supplies/copy machine

At the three different schools I'm volunteering with right now, the policy is different for each one. Here you go:

1) PTO can copy whatever they want on white paper at no charge--but it's a high school, so there's not a whole lot of copying.

2) PTO can use the copiers whenever they want, but must supply their own paper. This is at a middle school, so there's only a moderate amount of copying.

3) PTO can use white paper as much as it wants, but pays a $500/year "copying allowance" to the school. (The amount hasn't changed in years.) We have to supply our own color paper. This is an elementary school where we do a large amount of copying--1100 children enrolled.

We are a PTO in a very small district (500 students, K-8 school). In the past the PTO has used the main copy machine at school as well as school paper to make copies for flyers for special events, fundraisers, etc. that are distributed to students and teachers. We are now being questioned as to whether or not the school should be supplying us with the paper and incurring the cost. This has become just one of issue of many that are coming up with a new administration. I was wondering what the policy was at other schools.
