There does not exist any national PTO organization, as opposed to PTA. Thus, any group may call themselves a PTO. So, there is absolutely no reason why you could not have a high school PTO. I think we even have some folks involved with them show up on here.
With that age group of students, you may want to consider being a PTSO. But by all means, go for it.
