A quick google search of "charter school regulations in PA" brought up the PA Department of education sight. Charter schools are approved by local school districts and must submit annual reports to the local district AND to the PA DOE. It goes on to say that " The Pennsylvania Accountability System applies to all public schools (including Charter Schools) and districts." I didn't search the PA accountability System, but you can find it on the sight.

Good luck!

Ask the school for Parent Handdbook (should have section on Parent Rights/Responsibilities)
Contact District the school is in (Charter schools in So Cal had to first have District Appr 2 become charter school) and are still under supervision (sort of) by LAUSD schoolboard, etc.
Then contact State Dept of Edu (CA has been very helpful -- even when my explainin' has taken forever to explain)
And contact the charter co or whatever the charter is affiliated with (I'm not too familiar with charter schools)

Charter school or not they're still under Federal mandates and law (NCLB for sure and maybe Title I)

This is a charter school - and from what we have been told, charters do not need to follow the dept of ed guidelines - but WHO/WHAT guidelines do they need to follow. I know they brag about test scores from the no child left behind law. Any help?

As part of the No Child Left Behind guidelines, it is required that parental involvement be encouraged within the school. Your principal, if she follows the law, can not ban parents from the school.

i would not have my children in any school that tells me i can not be involved. i trust my teachers, but being able to go to the rooms and see what is going on is my right as a parent. There is a reason they do not want you in there. unless a teacher can justify to me why she doesn't want me in, then to me, there is something going on, or not going on!!
education is supposed to be a combined effort of the parent and the teacher. how can you have that when you can't go in? Go to the super!
