I just posted this on another thread, but I'll repeat. One of our favorite fall crafts for class parties was decorating miniature pumpkins (gourds). We’d use markers, paint, yarn, fabric scraps, and glue to make little “pumpkin peopleâ€. Those gourds tend to be 2 or 3 for $1, so affordable. Some times I’d bring extra supplies like little straw hats or accessories from the craft/doll making aisle of the craft store. If the kids don’t puncture them (i.e. poke anything like toothpicks into them), the gourds stay nice for quite a long time.

jelly beans! and I have a HUGE jar! One parent always donates an awsome prize and we never know which contest to give it away...perfect!

Have you tried theholidayspot.com? They have Halloween craft ideas. I have it on my favorites for different things. I had a few more like that before the crash, maybe I can think of them later.
-Guess the number of halloween jelly beans in the jar
-split them in groups and have them turn the parent volunteers into mummies
-have them bring an old sock from home and make sock monsters (with glue and a rubber band-no sewing)
-powdered doughnut eating contests
-we also put together a packet of mazes, crosswords, and such because some of them jsut get worn out
-Oriental Trading, Crayola, and the M&M websites might have some projects you can use without spending a bunch of money too.

I can't remember where I read this idea or what it called but one year I took a latex glove filled it halfway with water and froze it. Then I got red punch and put the glove in a bowl so it looked like a bloody hand. It was a hit in my son's class. It went along with a scary story the library had been telling them all month. So I told them it was "Amy's Hand."
Another food favorite that my vp has often done is take a clear plastic glove like the kitchen ladies use put corn candy in the finger parts for the "nails" and fill the rest with popcorn.
