PTAs pay annual dues based on number of members, which typically amounts to somewhere in the $1,000 range annually for an average PTA, I believe, depending on how large your group is and what state you're in. (Dues differ by state.) With those dues you are covered under the National PTA's tax-exemption. To start a PTO your main expense is the cost of filing for tax-exempt status with the IRS. You have 27 months to do that, and there's a one-time fee of $850 for most groups. ($400 if you expect to raise less than $10,000 per year on average) If you incorporate, your state may also have a fee ($50, say) to file your articles of incorporation.
