Question: A letter to recruit room parents

I am the room parent coordinator for our Elementary school. For as long as I can remember, the school's policy has been to put out sign up sheets for room parents at the open house that is held right before school starts. I make the forms and get them to all of the teachers. I visit with each of them on that night to make sure their forms are out in their classrooms. Every year the same handful of teachers still have no room parents a few weeks in to school. Do you have any suggestions on how to help these teachers get some volunteers. For those that still don't have a room parent, I would like to give them a letter that they can send home with students to ask for parent help. What all should it say?I've been searching through the file exchange and haven't really found what I'm looking for.
