If you volunteer to run an event and another person is selected, can you ask the board how that came about? It's putting them on the spot, but, if you feel strongly about getting involved, it's worth it. If the board bristles at this or refuses to reply, then you know you have a problem -- a board that isn't in touch with it's parents and conducting itself in the true spirit of a PTO or PTA board. A board should have a transparent policy for how committee chairs are selected. Depending on how far you want to push this, you can ask that the selection policy be discussed at a meeting and this could essentially force the board to change the way it does this.
