We have an election committee consisting of 3 members. They, plus our Principal count the votes and report it at our May meeting. We do allow absentee ballots, but they must be turned in by a specific date.
Our bylaws are specific of how elections are to be conducted; from the nomination process all the way through announcing the winner.

no absentee ballots at our votes either. we have 1 officer count and then either a second officer or a member count it again before we announce the results. our by laws really don't say how to conduct the vote counting.
We have our principal and a teacher rep. count the votes and I as president am present in the room to watch. Since according to our by-laws the president can't vote except to break a tie, if I'm in the room watching and it's a tie they just ask me and I am the deciding vote.
No absentee votes for our group either. Our elections are held at our last meeting of the year and it is typically a very short meeting with babysitting provided, so if someone is truly interested in voting they should be able to be there.

Hi! Well to know the answer to these questions for certain you need to consult your own bylaws to see what they say in regard to these things.
For us we always have a non-board member who serves as the nominating person. They are in charge of the vote if there is one. This person along with the principal counts all the votes and declares the winner. Our principal will then also hang on to the ballots for 24 hours in his office and if anyone has any concerns they may go to his office and look at them with him.
Now as for absentee votes...we do not allow it and most organizations don't. If you care enough about voting you get there and you vote.
