Social Media Code of Conduct?

I have been assigned the duty of creating a Code of Conduct for our PTO board members in regards to Social Media. I truly do not even know where to begin as I know there are certain rights that people have (Free Speech, etc.) Does anyone on here have a PTO/PTA with rules for their board members in regards to social media?

Any help would be so very much appreciated!
