The way our school kept track of the books was that we would have a numbered list of all the kids in each class and we would lightly write in the code number on the inside cover of each book in pencil. For instance: Mrs. Baker's 4th grade class, first childs number 4B-1, second child 4B-2. Fortunately, we never had duplicate last initials of the teachers for the same grade. We would also write the numbers down on the printed out name sheet for the classroom. The committee chair would have a stick on label for each child as well.
So a volunteer would have a stack of 25 books in front of her, the class list (names only, no address or phone) and the name labels. First step take first book and lightly do the code inside, write the same number on the class list next to the childs name. Stick the info sheet/order form into the bag and slap the childs name sticker on the bag. (they provide the bags and cover letter) Honest, less then a minute per child once you get going. Our parents were trustworthy enough that we preferred giving them the book upfront instead of hoping that they would want to look at one.

The band at my daughter's school sold these. Before we were given an book, we had to send in a form saying that we were interested in selling/buying a book. Then the book was sent home to us. This way they can keep track of who was given books.

Our elementary school has been selling Kidstuff books for at least 10 years. They are very popular. I sell 4 myself to friends that have kids in HS and college but have continuted to buy them for the last 7 years because they are such a good value. We have a pretty good system of tracking down, we do send the books home with the kids but usually get back all but 1 or 2 books. Pretty good out of 300 students.
We used to give our teachers a copy after all books were returned but now we just give them a copy right off. Can't beat the 50% profit! Let me know if you want more details.
