That's a nice idea. My number one recommendation is not to choose the recipient yourself. Set your criteria (eg for someone who reflects good citizenship, high academic standards, etc.), then let the principal or a panel of principal and teachers make the choice. You don't want people to point fingers because the scholarship went to the child of an officer. (In fact, that could possibly create problems with the IRS, as well.) You also should make the scholarship available to student, not just to children of PTO members -- again to avoid issues with the IRS.
