Grants are usually offered for fairly specific purposes, so where you look for a grant depends on what you want the grant for. One organization might support literacy programs while another supports technology in the classroom, for example. The story Finding and Winning Grants walks you through the process and includes resource links. The only grant program I know of that specifically encourages applications from parent groups is Lowe's Toolbox for Education. Lowe's makes $5 million in grants a year, and they support a pretty broad range of project types.
