Question: Bylaws - can a teacher/parent be vice president

can somebody who is a teacher and a parent at the same time take the position of the vice president of the PTO

Yes -- I wouldn't discourage any parent who's willing to devote the time from becoming an officer. The fact that the parent is also a teacher could be a positive for your group in building your support among faculty and staff, as well.
