Question: selecting a parent volunteer to perform the annual audit

Can we select a member of the pto - not on the executive board to audit the books?

Yes. You should select a person or small committee to do the audit. It might actually be helpful to have someone who's not on the board to it. And either way, don't use anyone who's a signer on the bank account.
