Hi Anonymous - There is no National PTO association per se (each PTO is independent), but perhaps you are thinking of our "PTO Today Plus" (http://www.ptotoday.com/plus/?position=top) package of added-value services. PTO Today Plus is not required for PTOs and many/most of our content and tools are available for all parent groups for free. Plus does come with a big discount on an PTO insurance package and a big discount on our PTO software as well as access to Plus-only content and guaranteed acceptance into all of our freebie/sample programs.
