Are there any risks to funding field trips?

I do not understand what you mean by "risks", but our PTO pays for all the field trips at our elementary school, this includes buses and admission. We hold 2 fundraisers a year to raise the money for it. The teachers plan the trips (they generally keep to the same places each grade year) and we get the invoice to pay.

Well especially when the teachers are in charge of fundraising and the trip itself. If someone gets hurt on he trip...if the teachers misappropriate funds? Things like that

Your school district should have a policy in place for field trips, I would start there. It should have nothing to do with who actually pays for it. And If the teachers are doing all the fundraising for the trip, then it is on them. Are they asking the PTO to help?

The school usually sponsors the field trip but the district has put new restrictions on the number of fundraisers they could have. We were asked to step in and the money is supposed to flow through us.

I know our insurance company has an option to purchase medical/accident insurance, for the case that someone does get injured and the parent decides to sue the PTO.

We recommend that parent groups gift the money to schools for field trips. The issue here is a PTO or PTA really shouldn't be in the position of "owning" the field trips -- running and managing them.
