Question: PTO Membership

Membership - dues are paid and the parent shows up at the meeting, but is not on the PTO board. Does the parent's vote count at the meeting.

The short answer is it depends on your PTO's bylaws—how is "voting member" defined? The longer answer is, if I am a dues-paying member of an organization I sure hope my vote counts at a general meeting. But, there are certainly issues that would be put to a vote at a board meeting rather than a general meeting, and therefore only board members would get a vote even if non-board members happen to be at the meeting.
