Question: Shouldn't PTO money be kept seperate from a schools' financial accounts?

Is it normal for a school to insist that they must take control of a PTO's bank account, and approve all requisitions for the use of the PTO's funds? (Account is in good standing, with safeguards in place and no questionable transactions up to this point.)

I would not say that is normal, but I do believe it is pretty common. With that said, it does not mean your group is required to do so. I think if your school is that insistant, then either a meeting or certainly a written request is in order to qualify their position. In my experience ( I work with a lot of parent groups as rep for a fundraising company) it seems that more and more schools are increasingly uncomfortable with the level of funds raised by PTO's.
