The only way I can answer this without knowing more about the situation is to say that the best way to choose which requests to fund and which not to is to create a set of guidelines and follow them. For many groups, that means setting a dollar limit per teacher and letting the teachers themselves decide what's important and what's not. Another way to do this is to talk with the principal and/or faculty to ask them how you can have the biggest impact on school needs. Set rules based on that discussion, and let everybody know what the rules are in asking for grants. Are online subscriptions more important to one department than another? Maybe, maybe not. But you don't want to be in the position of making decisions like that one at a time.
