Hi Shirley -- At the school level, PTOs and PTAs function in the same way. The difference is an organizational one: PTAs are affiliated with the National PTA and pay dues to the national and state organizations. Dues is per member. PTOs are independent. About a quarter of all parent groups are PTAs, three-quarters are independent. PTO is the most common term for the independent groups, but they go by lots of different acronyms.
