Question: what is proxy voting

is sending ballots home with children and then returning ballots considered secret ballots or is it actually proxy voting?

You kinda have an absentee ballot. Voters are not present to vote.

'Proxy' specifically refers to when a person who is NOT the voter votes in the voter's stead. In other words, if members decide to give their voting power to the board to make decisions for them. Voters then do not cast a vote at all but hand the duty to another.
