Check your bylaws. Typically, PTO bylaws allow any member in good standing to run for office, no matter how long they've been members. Some groups require that the parent has been a dues-paying member for a minimum amount of time -- usually 30 or 60 days. For most groups, if you have someone who is willing and capable, there's no need to make that person wait.
