IF an issue was voted on in a closed session meeting, then later the same issue was brought up in an open meeting and a change was necessary, can the members vote on it or does it have to be only the board who voted on it in the first place?

Yes, members can vote. Unless your bylaws state otherwise, the membership can override decisions of the board.
