Question: Removing a Board Member

We had an incident with 2 board members, one being the treasurer, where the police had to be called because they threatened another board member. The dispute was over Bank documents that they didn't want to release for review. Our Bylaws do not address removal of a board member. My question is, can I call an emergency meeting to discuss having them removed? Also, is quorum based on the board members who are not involved in this incident? Our bylaws state 2/3 vote for approval. We have 10 voting positions. I do not feel it would be appropriate if they voted in this matter. I would like to know what the law would require. I could not find anything on this in Roberts Rule of Order. TIA!
