Question: New PTO, who votes on Bylaws?

We are creating a PTO for our elementary school. To be sanctioned by the school board we have to turn in our bylaws. The other founding member and I made the bylaws. Question is, do we have to have a vote to approve them? Our first members (outside of the two of us) joined last week.

To make your bylaws official, you should vote on them. I think you're safe in turning them over to the school board before the vote, however, since there are only four of you. Keep in mind that bylaws grow and change as your group changes. This is the set of bylaws you're starting with, but undoubtedly you will be adding and changing to fit the needs of your group once you get up and running.
