The board can make that decision, but personally I would ask the whole group to vote. The reason is that a fundraiser is a lot of work and requires buy-in from your members to run well. In addition, you want to run something that your members feel comfortable promoting and supporting. The closer to a unanimous decision you can get, the better your fundraiser is likely to be.
