do you have to hold a election at the end of each year for the new pto board members

It depends. Your group's bylaws would spell out how long officers hold their positions. Typically, they do so for one to two years. When their terms are up, the group holds and election and it is almost always at the end of the school year. That way, the new team can start fresh.
